Goal design defines what a system is really meant to achieve. The challenge is that what people want isn’t always easy to express as a single number or rule. Simple measures can be useful, but they can also push a system in the wrong direction if they reward shortcuts instead of the intended outcome. When a goal is unclear or incomplete, a system may meet the written target while missing the point of the task.

To avoid this, teams often start by describing the desired result in plain language. They then test how the system behaves in less obvious situations to see where the goal might be misinterpreted. This helps reveal cases where the system follows the rules but not the intent. Reviewing goals with stakeholders and recording known limits makes trade-offs easier to understand.
